From Excel, save as web page, html (not single file) publish, make sure to select entire workbook.
Open main htm file, in <head> section replace file folder references with "../"
Copy and paste <head> into the page from the advanced tab.
Insert html without <head> section.
Import HTML file for every htm in the file folder.
